Subject: What is worse?

While I understand that all sun exposure is damage to the skin, I have a question about comparison of "which is worse":

1) If someone sat on the beach from 10am-3pm wearing SPF 15, or someone sat on the beach from 3pm-5pm wearing no sunscreen?

2) If someone had a slight tan therefore affording them some protection from a burn or if someone always wears sunscreen but then accidentally suffers from a sunburn?
