I agree with the author that it is often not necessary to buy books for your college or university courses. Often students, especially first year students, feel pressured to buy the books because they are told that doing so is 'compulsory' by their lecturers or tutors. Of course the best option is to borrow the book from your university or college library. But there may not be enough copies, or you may not be able to borrow them for enough time. Before you spend money 'hiring' or 'renting' any books though, see if you can get them from a local public library.
