Are Child Support Laws Equitable and Fair For Both Parents? Child support laws have changed in many states to include the income of both parents, however, it needs to be changed nationwide for child support to be based on the expenses of each child. Most noncustodial parents would then stop evading child support and those that are reluctant to pay child support will pay child support because it will be based on the expenses and needs of the child. Subject: respond to Kathy Woodward Hello Kathy. Thank you for your comment. Child support laws are still antiquated even though some laws have changed. I do agree that custodian parents should be accountable for every penny received for child support, because it's just that, support for each child in the child support case, not support for the other parent. Why are the custodian of a child not made to account for every penny they receive? I know someone who uses excuses for not working. You know that if they are not working tax payers and non-custodians and sometimes social services are.
