In order to produce an effective zealot rush counter, you need to be prepared for to the first place. This means having the appropriate number of units to defend your base and having a base effectively walled in. If you do not practice excellent defensive measures from the start, you cannot expect to counter later on. That said, here is the best zealot rush counter I have for each race and each playing style.
The easiest race for a zealot rush counter is by far the Terran. This is because the Terrans have the ability to wall off their base better than anyone else. A Terran player can easily lock zealots out and provide a quick zealot counter simply by having a few marines and marauders standing next to each building in the choke point. This means you are likely to get stomped when you attack a Terran foe, so don't do it in the first place!
Best way for a Zerg to counter a zealot rush is by providing a significant amount of spine crawlers right around the base as well as a queen. Two to three spine crawlers will provide an effective enough zealot rush counter to keep your opponent at bay and make sure you are using a significant amount of resources vested in zerglings and possibly going air to counter as well.
Finally, for Protoss, a simple photon cannon or two near the mineral flow will more than aptly provide a suitable zealot rush counter. This simple move early in the game changes most any problem you might have with a rush. Truth is, you should expect to be rushed, and in building the occasional photon cannon or stalker, you will guard yourself against being destroyed by it.
