Defense will improve with the addition of epistemological and methodological advances and technological developments that occur within the field of knowledge management, and being laid in recent years the foundations for the formation and development of a new and autonomous scientific discipline of the same name. Continued progress in production methods of intelligence and knowledge that characterize these services, particularly in technology, integrated into the disciplinary framework of knowledge management, promoting acceptance by other areas such as the business, industry, finance and public administration.

There is still no precise and universally accepted definition of the meaning the term knowledge management. This is because its scope is not clearly defined, their purpose is not drawn with precision, their method of analysis reality upon which it works and design and guide their activities is in preparation, its techniques are not sufficiently contrasted and its main results are still come. For now, knowledge management in organizations is more a project and a wish than a reality. However, there are three common features: The belief in the existence of information and knowledge of the organizations should be identified and processes, the impact on its dynamic character (relative to other processes) and utility (process improvement); The consideration of knowledge as key strategic factor in an organization to achieve its objectives, so that effective management makes him an asset that increases the value of the organization.

Knowledge management is, therefore, the discipline that deals with the research, development, implementation and innovation of procedures and necessary tools for creating knowledge in organizations, with the enhance their value and competitive advantage. The information resources of an organization are composed of all components of the ascending scale that goes from data to knowledge and technology and people involved in their design, management, storage, analysis and dissemination. Intellectual capital of an organization is meeting all the knowledge you possess: the competencies, skills and knowledge of its members, structures, processes and routines set up by them during their work, which remain even without their presence, and the data and indicators that the organization maintains relationships with their environment. The intellectual capital is intangible and dynamic. The knowledge is produced and communication in an organization through a cycle that begins and ends with creation of tacit knowledge by the various individuals who compose it.

The tacit knowledge is personal possession, hard to formalize and share only accessible to others indirectly. It has two dimensions, a technique consisting of skills gained through experience and study, and other cognitive composed of values, ideals and emotions.

The creation of intelligence for security and defense should be governed by six principles given by Taplin, ex - CIA agent:

First, the activities of intelligence derived from the state of conflict or rivalry in which lie the powers, so that the intensity of intelligence operations conducted by one country against another has to be inversely proportional to the degree of understanding and profess friendship that those countries.

The second principle sets the secrecy of intelligence, which means that in information ever produced should be regarded as confidential and sent by exclusive channels. The importance of this principle is the implicit assertion that the information, whether open or obtained by illegal methods, is not in itself intelligence, but only its raw material.

The third principle derived from the anterior and indicates that the clandestine collection of information is the core activity services.

The fourth principle is that truth is the basis of sound intelligence: data accuracy, reliability of their sources and the objectivity of analysts, leaving aside their prejudices, are prerequisites for the product to obtain intelligence relevant, valid and effective.

The fifth principle is that intelligence is a useless and expensive activity if it has no application to justify the investment: intelligence must serve some purpose, which depends on its relevance. The sixth principle states that covert activities should include knowledge provided by indigenous groups, since only they can provide and interpret a good deal of information about the region or country it is operated.

It is wrong to identify strategic information services produced by intelligence with military intelligence, since this is only a kind of first.

According to its purpose, one must distinguish between strategic information security and defense, e.g. to protect the independence, territorial integrity and national interests and stability of state institutions, and Intelligence Military-oriented organization of defense for the armed forces, the Army surveillance of an actual or potential enemy and the preparation and development of military operations. The intelligence is not built by a sum of data, but from a particular way of analyzing data about facts. According to this design, intelligence can be defined as a body whose existing reason is to create an effective information system, applying the procedures and instruments of knowledge management in order to provide the state knowledge to understand their environment, adjusting its strategy, the adoption intervention measures and influence on the reality and development operations information and disinformation and counterintelligence in the field of security and national defense.

The fundamental question is: When and by what means the information is converted intelligence?. The answer lies in the "intelligence cycle", by the that the daily work of an intelligence service is to develop information obtained by various means, over several phases, divided in turn into several phases, to get intelligence.

The generation of intelligence is not a process linear, but a course which combines synthetic discrimination activities, evaluation, and construction information from the representation and analysis data collected by multiple means, identified as necessary from the study needs and information demands of users and the evaluation of results of the application of intelligence developed in earlier times. This cycle consists of the following stages: planning, data collection, processing, analysis and production, dissemination, communication and evaluation:

Planning involves identifying areas of strategic interest to agency serving the intelligence service and specific information needs required by their managers. The strategic areas are determined by the identification and classification of levels of priority action areas of the service and what information is desired, so set by those responsible for intelligence service and political bodies and, where necessary, soldiers, who serve. Subsequently, the service translates these priorities sorted and analyzed primarily in response to the type and content of information that can be acquisition, availability and reliability of sources and channels of communication.

It also tries to deduce from these general requirements possible lawsuits specific information, to respond as quickly as possible when occur, even anticipate their formulation. It is necessary to distinguish between information that users will always exist in general, and demand information, specific and formally raised. The basic understanding is of relative permanence, due to the general needs and strategic organization, so try to understand all aspects of each of the objectives guidelines set by the intelligence, in order to help meet demands specific information.

The current intelligence has two functions: Keep up to date basic intelligence with new data, for what is in the form of newsletters papers on specific issues of common interest, and respond quickly and precise to a request for information on a topical issue or facts concrete must be known for making a decision, with the available data or through a search process with the resources you have. And the intelligence estimate is dedicated to identifying, to a specific situation and request the service user, the possible evolution of this situation and the possibilities of action of the elements involved in it, from the data available, so that the recipient make your own prediction and agree with it take a decision.

Data Gathering: Consists of the acquisition, selection, authentication, and session raw data and information through technological means, human and documentary.

Processing: This is the control and maintenance of the data collected by different means for conversion and integration of structured sets information they can take the form of documentaries messages after recovery, such as automatic indexing systems, data mining, agents intelligent search and retrieval.

Documentary activities identification, documentation and formal analysis or content analysis of sources of information constitute a substantial part of this phase of production process intelligence.

Creating own databases is the main result.

The preservation of electronic information in good condition is another crucial action of the processing stage. You must first respond to the creation of storage tanks suitable and safe for the originals and copies. Secondly, it is imperative to adopt new and urgent measures prevention of deterioration. Thirdly, should be guaranteed over time the access and readability of the information contained in the brackets, facing the technical obsolescence of the warehouses, hardware and software.

Analysis and Production: involves extracting information accurately and rapidly from of data repositories, which induces the construction of knowledge. This phase marks the boundary between information and intelligence that manifests itself in and the structure of intelligence in the separation between the bodies responsible for obtaining information and those responsible for processing in according to their areas of operation (national, international, etc.) through the work of analysts performing all their intellectual capital. We have three operations:

Assessment data, data integration from various sources, and performance:

The data evaluation is to discriminate on the basis of reliability of sources, validity, timeliness, relevance, relevance and usefulness.

Data Integration diverse backgrounds is based on the principle of never accept a single authority informative.

Data interpretation is at the top the intelligence report, a document prepared by an expert in the specific area of analysis, not very extensive, highly structured, with guidelines for interpreting the information reports, with assessment of the facts being analyzed and rated the degree protection should apply to him.

Communication: It consists in the distribution and availability of the document created and the claimant of information or the analyst own initiative, to responsible for their department or service safely. S also advisable that many types of documents submitted to the lowest levels of protection also disseminated a horizontally between analysts and other departments to facilitate the circulation of information prepared for the benefit of data matching.

Integration is understood as the movement of data between the different organs, sections and offices of an intelligence service, to be applied beyond where needed, regardless of their responsibility in obtaining and processing. Berkowitz and Goodman advocated the adaptation of intelligence successfully implanted in the corporate world, based on the expert meeting different areas and belonging to various offices in work teams do not permanent, to resolve transitional issues.

Evaluation: The communication of intelligence is not the end of a process initiated by a general or specific request for information. It is necessary analyze user feedback to the information provided, identify the goals accomplished with the decisions taken on their basis and value the importance that the information has had in achieving these goals. An information has no inherent value, but it acquires in a given context, and according to the assigned user, based on their ability to generate useful and applicable knowledge in the field of action of the organization. Its value is calculated in accordance with corporate goals and needs and, as these are variables, it appears that the only information resources have a potential value, as evolution over time is also unpredictable: It depends on who, how, when and for why not use it.

Among the means of obtaining information, include the media technology: search systems and signal transmission electromagnetic analysis and radio-wave communications telegraphy; photographic reconnaissance satellites, aircraft warning systems early detection of targets and fire control, etc...

Control technologies information and space protection will become a future in main workhorses, since they depend on the operation of the systems security and the armies of today. The informational domain becomes a key strategic objective, closer to the analysis and intelligent use of information than a mere technological superiority, even if it is a necessary element. That is the height of stacks of information is greater among adversaries. It is a how to increase our capabilities using the information to make decisions correct and implement them faster than the enemy. It is a method use the information we have and predict and influence what will happen tomorrow, before the enemy is lifted out of bed even to think what will make the today.
