You should go to the g.e and buy 2-20k of steel arrows. You can use other arrows, but I like to use steel because they are cheap and good xp. From level 1 - 20, kill cows and sell the cow hides to the g.e, and buy more arrows.
From level 20-60, it is best to stick with killing hill giants, and at this point, you should be using a willow longbow, and still use steel arrows. From level 60-65, you should either kill ice giants, ice warriors, or fire giants. From level 65-75 you should kill bronze dragons and with a bit of luck, you may get dragon platelegs drops. If you are extremely lucky, you may get a draconic visage. Kill these using the best possible crossbow you can.
From level 75-99 kill iron and steel dragons and you may get lucky again. The chances of getting a good drop are high if you just keep killing them.
