Some say that building shelters can aid many and increase the likelihood of survival, providing they have had pre planning on what sort of catastrophic event will occur in their area. For example, you wouldn't want to build a shelter in an area that was pinpointed for tsunami's and flooding. You would be rendered absolutely helpless if you came to find that the seas had shifted and the below ground shelter you were hiding in before the event, was now beneath the sea floor.
