Is it safe to assume that you are lacking motivation and are trying to achieve it? If you answered "yes," that is exactly why you don't already have it.
There is a very simple explanation for why you don't have what you want and a very simple solution to get what you want. You already have the motivation that you seek. You are reading this article, right? There's your proof.
The reason you have the motivation right now, is because you are in the current moment, the here and now. When you look for answers, try to attain, achieve, acquire, then you are thinking about the future.
When you think about the future, you are opening the door to disappointment, fear, confusion, uncertainty, failure, stress and unhappiness. The more you search for it, the farther out of reach it becomes.
Everything is perfect right here, right now, in the current moment. This is where you will find stress-free unconditional happiness and plenty of motivation. You probably haven't realized that because you are thinking of the past or future. It could be failures or comparisons with the past or your desires or expectations for the future.
To be blunt, you have unknowingly, prevented yourself from getting what you want. Now for the technical stuff you have been hoping for. The mind follows a specific pattern, regardless of who you are or what you know.
The pattern is this: Thought > Feeling > Craving > Clinging> Becoming. Preceding a "thought," comes a "feeling" of good, bad or neutral. Then comes "craving" for more of a good feeling, or to get rid of a bad feeling. Next comes "clinging" to try to hold onto the feeling. That triggers "becoming" which could be, becoming motivated, happier, sadder, braver, bigger, smaller, smarter, or any other kind of change.
You are stuck in the "becoming" stage. When you get a thought like, "I wish I was motivated," you get a good "feeling" which leads to "craving" for more of it to continue, which leads to "clinging" to the hope of "becoming" motivated. So you pursue motivation, which leads to more thoughts of finding the key to motivation which continually keeps you in the "becoming" stage.
When you cut off the pattern after the "thought" and good "feeling," the remaining stages of "craving" "clinging" and "becoming" are cut off also. That is what keeps you happy, content and motivated, in the current moment.
You will probably need to train your mind so that it doesn't continue the same pattern. The way to do that is to pay closer attention to your attention. When ever you get those negative thoughts, that pull you away from the current moment, acknowledge their presence saying, "Negative thought," or "Thinking of the past," or "Thinking of the future," let them go, then make the correction, focusing on what you are doing at that moment. You might even follow it up saying, "I want to live in the here and now." This is how to train your mind which has been drifting for a long, long, time.
It won't take long until you will be instantly aware that you're drifting and start living right here, right now, totally motivated, happy and stress-free. It's a beautiful thing.
