Once he has been sent away he will show signs of wanting to join you. Then you invite him to join you by turning your back to him. He should then walk up to you this shows that he is starting to understand what you are asking him to do. This is what is known as join-up. From then on he will want to start to learn what you are asking him to do.
Well the answer is simple neither of you. You are aiming to build a equal partnership between you and your horse.
It you feel that you are fighting an endless battle horse whispering help may just be what you need to get things going in the right direction.
There are no time limits on achieving this, I always find it is better to have lots of short sessions working with your horse starting where the last lesson ended. This way you make sure that you have got the last lesson firmly in place.
Once you have achieved Join-up you will be able to get your horse to look to you for safety instead of the flight instinct taking over.
To know that you have gained this noble animals trust is a great feeling and one that I can not even begin to explain.
