It is an understood fact that a campaign is not necessarily a solution to a management crisis. One of the tools of communication that can be used in lobbying or advocacy, which is the ability to achieve a specific change in a government project or program.
Let us consider an example here, a crisis situation where the legislature of a country was about to issue a law that would affect the production costs of a particular company, who had worked for many years with great success and generated an important source of direct and indirect jobs, besides the foreign exchange that added its exports to the public purse.
Officials of the company in question fell into panic because of the adoption of the law, which would be practically giving the setback to its operations, the multimillion losses in various sectors of the company itself and the national economy.
When we analyzed the situation in depth, we came to the conclusion that the deputies acted in bad faith, but had no information about the extent of the issued law.
We also agreed that the communication tools to use in our crisis-management strategy would be only two:
1. News reporting the real scope of the situation
2. A lobbying campaign or lobbying within the sectors of decision-makers of government and legislative power.
To carry out the lobbying campaign or lobbying likely to remain successful the following criteria were required:
1. Type of problem (political, social, economic, administrative or legal).
2. Institutions that were related to the subject matter
3. Work of the legislative session of the hearings and tour officials to make a schedule of activities.
Company managed to maintain a full week of news in the media's most influential report, of the advantages and disadvantages of issuing this law, with views very well supported by several opinion leaders that gave strength and credibility to the information.
On the other hand company hired a person who became a lobbyist, and was responsible for reporting to state officials, in this way seek to influence a number of players with great decision. The company provided by this route, useful and credible information that supported their decisions.
Groups interested in the issue of law also worked in their positions, and seek to mark the agenda of public debate and the result was that the law was not issued as planned, but through the actions that were undertaken, eased so that did not affect the operations of many major players in the industry.
The lobbying activity is used to influence the congress or parliament, government approval, issuance, repeal or amendment of laws.
