You can create a wallpaper with practically any art program, and as long as you save it as a JPEG file it should be compatible. Alternatively, why not ask someone to make a custom theme for you? If you go to a decent forum with some good Themes, find the person that designs the Themes and ask them if they will make you a unique one. Most times they will say yes, even if they ask for a little money.
