The icons on your task bar are all programs operating in the background but you may not be using all of them. Disable the unnecessary ones.

Formatting your computer and re-installing everything could be a last resort but it also works because it cleans up your system and gives you a kind of fresh start to managing your system.
Caution is in order though so that in the process of solving the problem you do not create bigger problems that can probably not be solved for free.
