A better mouse trap is needed for site security plans. According to the 2009 Chemical Sector Security Summit in Baltimore, Md., a site security plan is required by the Department of Homeland Security.
CFATS regulations say that the equipment and Hazmat Chemical Facilities must be protected against terrorism via a site security plan. One way to do that is with an Electronic Anti-Terrorist Fuel and Starter engine disable system. That alone can easily prevent theft of whatever it's attached to.
If a fuel system attachment designed to stop the engine from running within seconds once it is set on semi-trucks, construction equipment,RV, farm equipment or any thing with a motor can be part of your own chemical or hazmat facility site security plan, then the terrorist will not be able to move anything and later use your chemical or worse yet your hazmat tanker full of maybe leathal air borne chemicals for a weapon of mass destruction.
If you are worried about your hazmat load, cargo ship, tug boat getting hi-jacked or stolen by a terrorist, then you should protect it. With one system, within two seconds, the driver can type in a code and shut down the truck or tug boat within seconds; hence...the terrorist will not go anywhere.
That device is controlled by a keypad with an unlimited amount of private codes that you yourself make up. Your loads can now be SAFE along with the rest of the population. While having a GPS system that tells you where your might be going or ends up is good, that will not stop the terrorist from the theft!
What you do need instead is something that will kill the engine so the thief or terrorist will not get it re-started without the correct code to do any major harm. His terrorist plans of using your tanker load, barge or construction equipment for a weapon of mass destruction will be foiled.
