Firstly it's important that you know exactly what kind of quests to accept and what quests to decline. 1 thing is sure, a good leveling quests shouldn't waste your time. It's recommended to only accept kill or gather quests because these quests will give you a nice experience boost and they aren't hard to complete at all.

However, if you can't find such quests then you got to accept other quests. It's really important that you estimate the time from these quests. If you think that the quest won't last longer then 5 minutes to complete, accept it. However, will it takes 10 minutes? 15 minutes? Decline it.
